The following standards are OSHA's top 10 most frequently cited. They are among the most critical for safety professionals to know and apply effectively:

  1. Fall Protection, General Requirements (29 CFR 1926.501) – The OSHA fall protection standard establishes fall protection requirements in construction settings where employees are exposed to fall hazards. It covers guardrails, safety nets, personal fall arrest systems, and other protective measures. 
  2. Hazard Communication (29 CFR 1910.1200) – The OSHA hazard communication standard (OSHA HazCom standard) requires employers to communicate chemical hazards through labeling, safety data sheets, and employee training programs. 
  3. Ladders and Walking-Working Surfaces (29 CFR 1926.1053) – This standard addresses safe use of ladders, stairways, platforms, and walking surfaces to reduce slips, trips, and falls in the workplace. 
  4. Control of Hazardous Energy (Lockout/Tagout) (29 CFR 1910.147) – This regulation covers procedures for controlling hazardous energy during equipment servicing and maintenance to prevent unexpected startup or energy release. 
  5. Respiratory Protection (29 CFR 1910.134) – This standard establishes requirements for respiratory protection programs, including medical evaluations, fit testing, and respirator selection. 
  6. Scaffolding (29 CFR 1926.451) – This standard defines safety requirements for scaffold design, access, use, and fall protection in construction work. 
  7. Fall Protection Training (29 CFR 1926.503) – This standard requires employers to train workers who are exposed to fall hazards and to document the training they receive. 
  8. Powered Industrial Trucks (29 CFR 1910.178) – This standard regulates forklift operation, operator training, inspections, and safe material handling practices. 
  9. Eye and Face Protection (29 CFR 1926.102) – This regulation requires employers to provide appropriate eye and face protection when workers are exposed to hazards such as flying particles, molten metal, liquid chemicals, acids, caustic liquids, or harmful light radiation. The standard also establishes requirements for the proper selection, maintenance, and use of protective equipment. 
  10. Machine Guarding (29 CFR 1910.212) – This requires safeguards to protect employees from moving machine parts and other mechanical hazards. 
     

How OSHA Standards Apply Across Industries

OSHA standards are not applied the same way in every workplace. The agency organizes its regulations by industry sector because the hazards, equipment, work environments, and operational risks in construction, maritime, agriculture, and general industry can differ widely. While some standards overlap across industries, their specific requirements and enforcement expectations may vary depending on the type of work being performed. 

For example, fall protection requirements in construction are often distinct from those in general industry, even when employees are working at similar heights. Respiratory protection, hazard communication, and personal protective equipment standards may apply across multiple sectors, but the way employers implement those programs can vary based on exposure risk, job tasks, and operational conditions. 

This complexity is one reason safety leaders need more than a basic understanding of OSHA regulations. Safety professionals must be able to interpret standards correctly and recognize how they apply to specific work activities, as well as adapt compliance strategies to the nuances of their organization's operations.
